Assignment Description  Rufinlit has been engaged as a member of a 3-firm consortium on an assignment to design a VSLA linkage program which will promote linkages between VSLAs and formal financial service providers. The assignment involves: Understanding the current VSLA landscape in Ghana; Review of global and Ghanaian experiences in establishing VSLAs and linking them to FSPsDocument how successful linkages in increasing the volume of transactions and repeat usage were structured and managedDocumenting the number of VSLAs, their membership structures, products offered, regional distribution etc. Documenting the financial and non-financial needs of the VSLAsIdentifying key commercial activities Conducting stakeholder workshop to share findings Developing a concept for linking VSLAs to formal financial service providers; Design the linkage programPropose the program’s target areas/regionsPropose targets for the number of VSLAs and the total number of VSLA members to be linked Design a kick-off workshop detailing how the linkage program will work – delivery model Recommend the target number and mix of implementing partners/service providers to be supported Stipulate eligible costs Develop eligibility criteria for service providers/implementing partners Develop a theory of change and key performance indicators, as well as a reporting framework and templates for the programPropose program duration and develop an implementation timeline for the programRecommend how the Ministry of Finance and GHAMFIN can better organize themselves to successfully manage the programConduct a stakeholder workshop to validate the program design Selecting service providers to who will implement VSLA linkagesDevelop a terms of reference and request for proposals for the recruitment of service providers/implementation partnersIndicate a clear eligibility and qualification requirements for service providers/implementation partners, resources required; evaluation criteria; etc. Advice the MoF and GHAMFIN on the selection of partners/service providers, from the review of technical proposals to the negotiations of technical aspects.
