Project Title	ORGANIZATIONAL CAPACITY ASSESSMENT FOR THE AFRICA CENTRE FOR ENERGY POLICY (ACEP) ON PROMOTING DOMESTIC RESOURCE MOBILIZATION IN SUB-SAHARAN AFRICA
Client	DIAKONIA
Assignment Description	CDC Consult was engaged by Diakonia to undertake an assessment of the Africa Centre fro Energy Policy (ACEP) on promoting domestic resource mobilization in sub-saharan Africa. The overall objective of the assessment was ‘to establish ACEP’s strengths and gaps in management systems, structures, processes and people’. Specifically, the assessment sought to establish capacity development needs in the following areas with a view of strengthening capacities: thematic and technical capacity; strategic communication; effective and innovative advocacy methods; governance, institutional and administrative capacity; monitoring and evaluation; results based management; a rights based approach to development in all programmes; feminist based approach, including a special focus on the three mainstreaming areas of gender, conflict, and environment. Key activities included holding inception and introductory meetings with programme partners, conduct of literature review, review of partner documentation (strategy documents, policy, procedures); development of OCA tool, conduct of interviews with key officials of ACEP, development of draft report and validation of findings, development and submission of final report.

Project Title	MICROFINANCE COMPANIES CAPACITY IMPROVEMENT PROJECT

Assignment Description	Structured under three (3) main components, the project is aimed at improving significantly the financial services quality provided by microfinance companies in Ghana for unserved and poor populations as well as for very small enterprises from the formal and informal sectors. Key activities under component 2 which are relevant for this assignment include: Assessment and Evaluation of Microfinance Companies; Implementation of Technical Assistance Programme; Social Performance and Client Protection Initiatives; Implementation of Management Information System (MIS); Support for Mergers.

Project Title	IMPLEMENTATION OF SANMARK IN GHANA
Client	UNITED NATIONS CHILDREN FUND (UNICEF) AND THE MINISTRY OF LOCAL GOVERNMENT AND RURAL DEVELOPMENT (MLGRD/GOG)
Assignment Description	CDC Consult through its Non-Governmental Organisation wing - RUFINLIT is implementing the GoG-UNICEF SanMark Programme, a project that seeks to implement sanitation marketing (SanMark) in selected districts with the overall goal of the project as “to increase access to basic sanitation facilities by households to achieve at least 80% improved sanitation coverage in each district”. Activities under the project include: Recruiting and selecting Business Development Partners and Technical Service Providers from the beneficiary districts to provide services to households; Identification, conduct of needs assessment training and provision of hands-on support to entrepreneurs in entrepreneurship, formation of VSLAs etc.; Formation of Regional and District SanMark Teams; Facilitate community finance mobilization; Facilitating Community Based Financing Scheme For Sanitation (VSLA); Identification/Proposing of Other Community Based Financing Schemes; Linking Community Based Financing Schemes to Financial Service Providers; Support the launching of SanMark products; Support the organisation of fairs; Undertake marketing activities to promote the uptake of latrine acquisition in the district; General project management activities including fund management, contract management; relationship management, communication management, evaluation of activities and reporting.

Project Title	ASSISTANCE IN THE CREATION OF AN INDEPENDENT SOCIAL MARKETING ORGANISATION IN GHANA
Client	POPULATION SERVICES INTERNATIONAL (PSI)
Assignment Description	CDC Consult Limited was contracted by PSI to support the creation of a local independent social marketing organization in Ghana. In addition to creating the organization, there was the need to select and appoint a Board of directors to provide strategic direction and facilitate growth of the new entity. Expected deliverables under the assignment included the following: Develop Articles of Association and Bylaws for the new entity. Develop a recruitment plan and job descriptions for Officers and Board Members. Assist PSI with the recruitment and selection of Board Members. Generate a report including recommendations for Board composition, creation of checks and balances, and a clear delineation of roles and responsibilities between the Board and Management. Develop training guides for an initial 2-day offsite training for the new Board

Project Title	INSTITUTIONAL ASSESSMENT OF MICROFINANCE INSTITUTIONS ON THE COMPLIANCE OF CLIENT PROTECTION PRINCIPLES

Assignment Description	CDC Consult was engaged by GHAMFIN to undertake the adaptation of the Code of Conduct validation tool and undertake a workshop for selected representatives of the microfinance associations. The assignment included the adaptation of the self-validation scoring tool to suit the Ghanaian context, development of an institutional fact sheet, facilitation of a workshop to sensitize participants on the use of the tool.

Project Title	UPDATE OF THE NEEDS AND OPPORTUNITIES ASSESSNENT (GAP ANALYSIS) – GHANA SUPPLIER DEVELOPMENT PROGRAMME

Assignment Description	CDC Consult was engaged on an assignment sponsored by a joint group made up of the Chamber of Mines, Ghana Minerals Commission and the International Finance Corporation to undertake a gap analysis to identify local supplier needs, recommendations on how to best assist them, and potential opportunities in the mining sector. The main analytical components included: (1) Product viability and competitiveness assessment; (2) Gap analysis and benchmarking of companies; and (3) Company demographics and assistance prioritization. The scope of the study included: Review of findings of the initial gap analysis and company assessment Development of an expanded questionnaire Data collection and analysis Cross-Analysis Presentation of findings at workshop

Project Title	FINANCIAL LITERACY SENSITIZATION OF DESIGNATED TARGET GROUP BASELINE SURVEY
Client	RURAL AND AGRICULTURAL FINANCE PROJECT (RAFIP)
Assignment Description	Baseline survey to assess the current levels of the financial literacy knowledge and attitude of Agricultural Extension Agents and other Field Officers of the Ministry of Food and Agriculture (MoFA), officers from the Business Advisory Centres (BACs) of the National Board for Small-Scale Industries (NBSSI) who work with entrepreneurs in agricultural value chains, staff of projects that work with agricultural value chains, District Value Chain Committees (DVCCs), and Farmer-Based Organizations (FBOs) which will serve as an input for material design and training methodology in RAFiP’s nationwide financial literacy programme. Key tasks included: questionnaire development, training of enumerators, sampling, pilot survey, field work which included questionnaire administration both at institutional and farmers’ level, use of Epidata for data capturing, data analysis with SPSS statistical software and report writing.

Project Title	ENHANCING AGRIBUSINESS ORIENTATION AND MANAGERIAL EFFECTIVENESS OF RURAL SERVICE CENTRE MANAGERS AND STAFF UNDER THE RURAL SERVICE CENTRES UNDER COCOA REHABILITATION AND IMPROVEMENT PROJECT (CORIP)

Assignment Description	CDC Consult Limited was contracted by Solidaridad under CORIP to provide capacity building support to rural service centres managers and staff under the project to ensure that the centres reach operational and financial sustainability by the end of the project period. Activities undertaken included the following: Conduct of individual and institutional needs assessment; Development of business development manuals and centre management toolkits (HR, Financial Management and Procurement Management); Conduct of training in business development manual and toolkits; Provision of coaching and hands-on support to centre managers and staff.

Project Title	DEVELOPMENT OF INDUSTRY WIDE CODE OF CONDUCT FOR MICROFINANCE INDUSTRY

Assignment Description	CDC Consult was engaged by GHAMFIN to develop an industry wide code of conducts for Ghana’s microfinance industry. The assignment entailed the development of the industry wide code of ethics, and the adaptation of the code to suit the member associations.

Project Title	HR CAPACITY BUILDING FOR THE TRAINING CENTER (TC) OF THE GHANA ASSOCIATION OF MICROFINANCE COMPANIES (GAMC)

Assignment Description	CDC Consult was engaged to build the HR capacity of the GAMC Training Center (TC). Specific activities are presented: Training Material design and delivery of a 2-half-day strategic workshop for the Board and Management to help develop a strategic plan for the Training Center; Preparation of instructional materials and delivering of a 2.5 day training workshop for the selected faculties (Trainers) of GAMC Training Center on modularization of training programs and development of instructional materials; Guided the management of GAMC TC to identify and describe the relevant Quality Assurance processes for the TC to ensure a holistic approach to quality management – programme, material design and training delivery; Guided GAMC TC management and faculty in modularization of training programmes and assisted them to modularize all 4 modules under the financial management course; trained faculties of GAMC TC to pilot and implement instructional materials on financial management through trainings for MFI companies.

Assignment Description	CDC Consult was engaged by Oiko Credit and Twin UK to support the association strengthen its governance as well as management processes. As part of the support, the following were undertaken: Conduct of needs assessment for the Board of the Union Development of the National Executive Council Operating Manual, Code of Conduct and Financial Reporting Toolkit; Training of the Board in Governance and Finance for Non-Finance and provision of implementation support; Review of constitution and bye-laws; Isolation of key clauses and articles of the constitution that directly affect members; Development of proposal templates and guidelines for discussing, appraising and selecting community based projects etc.

Project Title	STRENGHTENING OF ASSOCIATION GOVERNANCE
Client	FEDERATION OF ASSOCIATION OF GHANAIAN EXPORTERS (FAGE)
Assignment Description	CDC was engaged by FAGE to help the Federation review its governance practices and develop strategies to enhance member commitment. As part of the assignment the Association’s regulations and procedures were reviewed, training manuals developed and training delivered in corporate governance. An action plan was developed as part of the training to help the Council and its members monitor its implementation. Focus areas of the action plan include establishing and updating membership database, maintaining best practices relating to export, marketing and product quality among others.

Project Title	INSTITUTIONAL CAPACITY BUILDING
Client	VOLTA REGIONAL ASSOCIATION OF BEEKEEPERS (VORAB)
Assignment Description	VORAB is an association of beekeepers in the Volta Region working at improving its capacity to become an effective association to support members in producing honey, maintaining the needed quality and obtaining market for its products. CDC was engaged by SNV to support the association to identify its constraints and prioritize its requirements. As part of the assignment, CDC developed training modules in Leadership, Governance and Group Mobilization for use in the Training of Trainers. CDC also supported VORAB to develop models for financial sustainability.

Assignment Description	The objective was to facilitate the reengineering efforts of the bank as well as assessment of its management, financial and operational systems to identify any lapses and offer appropriate guidelines for implementation to boost the bank’s performance and liquidity. Assessed the bank’s financial records, carried out trend analysis, ratios analysis, Bank of Ghana prudential returns analysis and reviewed the bank’s operational processes.

Assignment Description	CDC Consult was engaged on an assignment that involved the Provision of institutional capacity building support to strengthen the Ahafo Local Business Association (an association of over 100 MSMEs) and provision of Training of Trainers to twenty-four (24) local business service providers to enable them support the training of local businesses within the Ahafo area of the Brong Ahafo region. Training manuals were developed and training delivered on modules such as Basic Accounting for Non-Accounting MSME Owners; Financial Management; Budgeting; Book keeping; Sales and Marketing; Product Development and Governance.

Project Title	BUSINESS TO BUSINESS ENCOUNTERS (B2B)
Client	INTERNATIONAL FINANCE CORPORATION AND NEWMONT GHANA GOLD LIMITED
Assignment Description	CDC Consult was engaged under the Ahafo Linkages Programme (ALP) to conduct Business to Business Encounters for the SMEs in the Ahafo mining area of Newmont Ghana Gold Limited. The ALP is an initiative of the Newmont Ghana Gold Limited (NGGL) and the International Finance Corporation (IFC) around NGGL’s investment in the Ahafo Gold Mine. The Program focused on supporting NGGL’s broader effort to demonstrate its commitment to implementing socially and environmentally responsible operations and to improving the economic situation of local communities through the Project and beyond. It specifically aimed to support the development of local businesses to participate in the supply chain of the Project and to seek ways to generate other income opportunities for communities around the mine site. Under the Business to Business Encounters, CDC Consult for two (2) years running implemented an intervention that focused on creating business match making between large local and international businesses on one side and local SMEs on the other hand. 35 pre-qualified businesses in the Ahafo area benefited from the supply-demand matchmaking event aimed at increasing exchange of commercial information and sales of participating businesses

Project Title	BUSINESS DEVELOPMENT SERVICE (BDS) FRANCHISED BUSINESSES

Assignment Description	CDC Consult provided business development services for over ninety (90) MSME clients of Mariestopes International Ghana over the past three (3) years. As a prelude to the training, business focused needs assessment was undertaken through institutional visits, questionnaire administration, needs analysis and course development. As part of the BDS provision, CDC developed training materials including case studies and delivered training in the above modules using methodologies such as lecture sessions, case studies, group presentations, tutorial sessions and Q & A sessions. A follow up to document changes in business practices and performance was undertaken by Consultant from form CDC and officers from Mariestopes.

Project Title	DEVELOPMENT OF ROADMAP FOR DRAFTING GHANA’S FINANCIAL INCLUSION STRATEGY

Assignment Description	CDC Consult was engaged on an assignment commissioned by the Ministry of Finance with sponsorship from GIZ Responsible Finance to support the development of a comprehensive National Financial Inclusion Strategy for Ghana. The report summarized the current state of financial inclusion in Ghana and provided recommendations for strengthening financial inclusion in Ghana and for eventual development of a National Financial Inclusion Strategy for Ghana.

Project Title	MARKET ASSESSMENT OF REFUGEE CAMPS IN SELECTED LOCATIONS IN GHANA

Assignment Description	The market research was aimed to study the “Market Assessment of Refugee Camps in the Volta, Brong Ahafo, Central and Western Regions of Ghana. The study assessed the business opportunities for the refugees in their camps and immediate environs and how the agency’s programs would help the refugees make the most of these identified business opportunities. Key activities undertaken included: Review economic and development priorities, right to work and access to land Market assessment/ general Market assessment/ identification of opportunities Identification of business development services needed to enhance the beneficiaries’ successful business endeavours Reviewing livelihood programming and interventions Advise on value chain analysis

Project Title	FINANCIAL INCLUSION LANDSCAPE SURVEY

Assignment Description	The survey was conducted to provide input into the formulation of a financial inclusion strategy for Ghana. The study amongst other things was aimed at identifying the current status with respect to providers; products and services; regulatory and supervision framework; outreach; financial capability and consumer protection; financial inclusion gaps, opportunities and constraints.

Project Title	RAFiP MID TERM REVIEW (MTR) MISSION

Assignment Description	CDC Consult was engaged to undertake a Mid Term Review (MTR) of RAFIP. Activities included: i. Reviewing capacity building (training) programmes and need to revise or fine-tune support: clarify implementation arrangements, eligibility criteria, procedures and identify ways in scaling up and mainstreaming programme capacity building activities; ii. Explore the possibility of adopting/adapting financial literacy and inclusion as an approach to reach out to intended clients, and implementing specifically for value chains, clients and rural areas being targeted by other IFAD programmes; iii. Explore and develop an implementation plan for addressing the demand (client) side of access to finance, in collaboration with and complementary to other initiatives for financial literacy and inclusion, to better implement targets for outreach; iv. Assess the approach to the implementation of the Capacity Building Fund (CBF) and recommend ways of facilitating a more pro-active approach to addressing needs identified by the Bank of Ghana (BOG) as well as the associations, consistent with an approach that is market-based overall.

Assignment Description	CDC Consult was engaged on a project commissioned by the NIC and GIZ to conduct supply and demand market assessment of microinsurance products and services. The study resulted in the publication of a report on “Landscape of Microinsurance in Ghana 2015 – Supply and Demand Side Report”.

Project Title	BASELINE STUDY ON SUSTAINABLE SANITATION AND HYGIENE FOR ALL RESULTS PROGRAMME IN GHANA
Client	SNV NETHERLANDS
Assignment Description	A baseline study with the objective of delivering WASH results in low income countries (LIC) and DFID focus lower middle income (LMIC) developing countries, to strengthen national and local systems, build capacity to provide interventions that will be sustainable thereafter. The programme was implemented using the SNV’s Rural Sustainable Sanitation and Hygiene for All (SSH4A) approach which combines work on sanitation demand creation −mostly through community led approaches, sanitation supply chains, hygiene behavioural change communication (BCC) and WASH governance.

Project Title	COUNTRY REPORT ON STATE OF THE MICROFINANCE SECTOR

Assignment Description	CDC Consult was engaged on a study on the “State of the Microfinance Sector” in Ghana. The study served as input for the promotion of sustainable microfinance in Ghana. The study was conducted in line with guidelines provided by SEEP in its publication titled “Performing a State of the Sector Analysis: A Guide for Microfinance Associations”. The approach adopted was largely desk review with limited interviews of key informants. The study covered Country and Demographics; Economic Performance; Overview of the Financial Sector; Microfinance Sector; Regulatory Environment; Status of Apex Associations; Industry Challenges and Opportunities.

Project Title	FOSTERING INCLUSIVE GROWTH IN AFRICA: AN EVALUATION OF THE AFDB’S POLICY, STRATEGY AND OPERATIONS, 2000-2012

Assignment Description	CDC Consult was engaged to evaluate selected AfDB Projects in Ghana as part of on-going evaluation of African Development Bank (the Bank) microfinance policies, strategies and projects approved between 2000 and 2012. The evaluation focused on providing the Bank with an independent view of the relevance of the policies and strategies. It also assessed the performance, effectiveness and sustainability of the results of the Bank’s assistance to microfinance projects. In Ghana, three projects were evaluated: The Gender Responsive Project; Poverty Reduction Support Loan II and Urban Poverty Reduction Project. Key stakeholders including network bodies, implementing agencies such as Gender Project and Social Investment Fund (SIF); development partners, Ministry of Finance (Financial Sector Division) and ARB Apex Bank were interviewed based on which recommendations were made.

Project Title	BASELINE AND ENDLINE STUDY OF FINANCIAL LITERACY IN SENIOR HIGH SCHOOLS
Client	GIZ/RESPONSIBLE FINANCE GHANA
Assignment Description	Principals of CDC Consult were engaged on an assignment to promote financial literacy in Senior High Schools in Ghana as part of the inclusion of financial literacy in the Social Studies curricula. The assignment involved the development of training materials and the delivery of training to teachers in pilot schools. A baseline study was also conducted to assess the level of financial literacy in both the teachers and students in pilot and control schools. After a year of implementation, an Endline (impact assessment) was conducted to assess the change in knowledge and attitude.

Project Title	MARKET DEMAND EXPLORATION UNDER COMPONENT 3B OF THE GHANA NETHERLANDS WASH PROGRAMME (GNWP)
Client	EMBASSY OF THE KINGDOM OF THE NETHERLANDS (EKN)
Assignment Description	CDC Consult Limited was engaged by the Embassy of the Kingdom of Netherlands under collaboration with the Government of Ghana to undertake a market exploration study under component 3b of the Ghana Netherlands Water, Sanitation and Hygiene Programme (GNWP). The study involved the enumeration of 1,221 households and small business respondents from 65 communities/localities selected from GNWP’s four (4) targeted Metropolitan, Municipal and District Assemblies (MMDAs) of Cape Coast, KEEA, Ga South and Ga West (i.e. communities along the Pra/Densu river basins). Assignment Description	CDC Consult Limited was engaged by CCA to assess the impact of CCA support on the poverty alleviation of members of CCA beneficiary credit unions, which was commissioned by the Canadian Cooperative Association (CCA). The objective of the study was to evaluate whether the interventions at credit union level increased their efficiency and effectiveness including attainment of financial self-sufficiency, and whether at member level higher income or less poverty has been realized, at least in comparison to those people in the community that never joined a credit union. The survey covered 4 regions in Ghana including Greater Accra, Volta, Eastern, and Brong Ahafo regions. A total of 200 members of the credit unions and 100 non-members were interviewed using structured survey instruments. A comparative analysis was undertaken between the two (2) categories of respondents to draw conclusions on the impact of CCAs assistance on beneficiary credit unions in Ghana.

Assignment Description	CDC Consult was engaged by the GIZ and Bank of Ghana to develop risk management guidelines for Ghana’s Microfinance Industry. The guidelines provide step by step procedures for rolling out provisions in the Banks and Specialized Deposit–Taking Institutions Act, 2016 (Act 930) and the Business Rules and Sanctions for Microfinance Institutions. Several engagements were held with officials from the Bank of Ghana, GHAMFIN, other microfinance associations, micro lenders, microfinance companies and Financial NGOs.
